Your Committee sat on the 27th. and 26th. November, and

on the 2nd., 5th., 8th., 11th., 12th., 16th., 17th., 19th., and 24th. December, 1913. Mr. Alim Khan was present throughout the whole of the enquiry. Some considerable delay in concluding the enquiry was occasioned firstly by it being found impossible for all the members of your Committee to sit de die in diem owing to the necessity of other official work; secondly by Alim Khan's indisposition, and thirdly owing to the length of time taken by Alim Khan in which to prepare a written statement in his defence which he desired to lay before your Committee.

It will be observed that this Report is signed by only

two members of your Committee namely,

The Chairman (The Honourable Er.J.A.S.Bucknill, Attorney-

-General)

and

The Honourable Mr.A.M.Thomson, Acting Colonial Secretary. Mr. A. G. M. Fletcher, at the time of this enquiry Acting Coloniel Treasurer, whilst not disassociating himself from the purely forme recitals of this report, does not find himself in substantial agreement with the way in which the report is presented and the conclusions at which the remaining members of your Committee have arrived. He has accordingly drafted an annexe to this Report which is in the nature of a separate report and which is attached

hereto marked Blue *F*.
